Talent Pipeline Management® (TPM) Upskill Academy of Arizona

Arizona Employer Collaboratives

In April 2019, the Greater Phoenix Chamber Foundation in partnership with the U.S. Chamber of Commerce Foundation launched the Talent Pipeline Management® (TPM) Academy of Arizona.  The TPM Academy® prepared state and local chambers, business associations, and economic development agencies to develop partnerships with education and training providers based on industry need.

Through the TPM Academy, many organizations have launched or are in the process of beginning industry-focused employer collaboratives to address workforce needs throughout Arizona.  In addition, the organizations who already had employer collaboratives are using the strategy and tools of TPM® to further their work.

What is TPM?

TPM is a demand-driven, employer-led approach to closing the skills gap.  Using supply chain management principles, employers play an expanded leadership role as end-customers of education and workforce partnerships.  The TPM framework is composed of six strategies that, when implemented in a particular sequence, make for a talent supply chain approach. Each strategy is designed to build off one another and support employers in developing a more data and performance driven approach to improving education and workforce partnerships.

Graduates of the TPM Upskill Academy received:

  • Membership to the National Learning Network (NLN), comprised of close to 200 TPM Academy graduates across 29 states.
  • Gained the knowledge, skills, and abilities to implement talent supply chain solutions with members and stakeholders.
  • Access to the U.S. Chamber of Commerce Foundation TPM web tool, which activates the six TPM strategies to streamline data collection and visualization for employer partners.
TPM at Work
The Foundation utilizes the TPM principles and strategies within each workforce collaborative. The most notable example of this work has been within Arizona’s health care sector, where education and employers came together using the TPM framework to create a model of upskilling and retaining nurses into six specialty practice areas in Arizona.
