Pulse of Business Survey
The members of the Greater Phoenix Chamber and eight other valley Chambers of Commerce took the Pulse of Business electronic survey in September 2018. The survey provided a unique perspective of how businesses view and are impacted by key state issues. All told, 330 businesses participated in the survey.

Clean Energy for a Healthy Arizona Amendment
The proposed initiative titled the “Clean Energy for a Healthy Arizona” would amend the Arizona Constitution to require electric utilities to provide at least 50% of their annual retail sales of electricity from renewable energy sources by 2030.
Invest in Education Act
The proposed initiative titled the “Invest in Education Act” would amend Arizona statue to raise the income tax rate on incomes over $250,000 for individuals and $500,000 for households. Additional revenues are allocated to the Classroom Site Fund for teacher salaries and school operations.
The Protect Arizona Taxpayers Act
The proposed ballot initiative titled the “Protect Arizona Taxpayers Act” filed by Citizens for Fair Tax Policy would amend the Arizona Constitution to prohibit taxation of services that were not already being taxed as of December 31, 2017.
City of Phoenix Ballot Measure Regarding Election Funding Disclosure
The proposed ballot measure referred to the voters by the Phoenix City Council would require original source disclosure by any entity making expenditures to influence a City of Phoenix Election.
Public Retirement Systems
In 2016, Arizona voters passed Proposition 124 regarding a cost-of-living adjustment for members of the Public Safety Personnel Retirement System (PSPRS). In addition to existing employees (Tiers 1 and 2) who were affected by that legislation, it added a third tier of benefits for employees hired on or after July 1, 2017 (Tier 3).
Citizens Clean Elections Act
Proposition 306 would prohibit candidates who finance their political campaigns with public funding from the Citizens Clean Elections Commission (CCEC) from transferring any part of those public funds to a political party or private tax-exempt organization that attempts to influence elections and subjects the commission’s rulemaking procedures to regulatory oversight, which the CCEC was previously exempt from.
Arizona Clean and Accountable Elections Act: The proposed initiative filed by Arizonans for Clean and Accountable Elections (Arizona Advocacy Network) would amend statute to reduce the amount of allowable contributions to privately funded political campaigns while expanding the authority of the Arizona Clean Elections Commission (CECC) among numerous other provisions. Regulation and Taxation of Marijuana Act: The proposed initiative filed by the Campaign to Regulate Marijuana Like Alcohol and sponsored by the Marijuana Policy Project would legalize the possession and consumption of marijuana by persons who are 21 years of age or older. The Fair Wages and Healthy Families Act: The proposed initiative filed by Arizonans for Fair Wages and Healthy Families would amend statute to increase Arizona’s minimum wage over time to $12/hour and mandates that employers provide employees with paid sick leave. Click here to download the PDF
Hospital Executive Compensation Act: The proposed initiative filed by the Hospital Accountability and Quality Care Organization and sponsored by the Service Employees International Union (SEIU) places caps on the amount of compensation and other benefits paid to certain hospital and healthcare executives, administrators and managers.
